    Technical Assistance Panels (TAPs) are 1-to-3-day work sessions in which dedicated and seasoned professional ULI Members volunteer their expertise and time to offer objective and responsible guidance on a variety of land use and real estate issues presented by a local municipality. 
     
    Utilizing a webinar format, our virtual public presentation at the conclusion of the TAP on Friday, March 12th, will allow the wider public a chance to see and hear the panelist’s findings and suggested guidance regarding potential sites and development of St. Alban's Episcopal Church permanent home which will also serve as a community live/work/gathering space.

Bob was formerly a Shareholder and Head of Munsch Hardt's Real Estate group, consisting of over 30 attorneys in Dallas, Houston and Austin and lead the firm's hospitality, condominium and mixed-use group. His practice emphasis focused on complex development projects, including mixed-use, hotel, condominiums and office or office/warehouse. His educational and professional background as a CPA, tax attorney, real estate attorney and real estate developer and prior legal and business involvement with multi-faceted public/private projects with layered debt and equity financing allow for a unique ability to organize, manage and facilitate the most complex mixed-use new construction and adaptive reuse developments, including hotel/condominium/retail/entertainment projects and transportation-oriented developments, in conjunction with local revitalization incentives involving public and private funding.     Tyler Arbogast

    Fort Worth Housing Solutions

    Tyler Arbogast and his team work to create more affordable housing options in the City of Fort Worth through the acquisition (rehab) or new construction of mixed-income residential communities with roles in project management, land planning, underwriting, due diligence, infrastructure planning, entitlements, financial analysis & budgeting, construction, and compliance. Tyler has more than 15 years’ experience tackling complex real estate issues as a development consultant and owner’s manager / director on projects big & small; from master-planned communities to infill boutique multi-family. A member of the Urban Land Institute, Tyler formerly served the North Texas District Council of ULI as Treasurer and then as Chair of the Young Leaders Group. He is also active within the Real Estate Council of Greater Fort Worth, formerly serving as Chair of the Young Leaders Council. Currently, Tyler serves as a board member of Tarrant Transit Alliance. Tyler is a licensed real estate salesperson in the state of Texas and a LEED AP. Tyler graduated from the University of Michigan with a Bachelor of Arts in Economics and a Bachelor of Arts in Organizational Studies.

    Mr. Drumm is Co-Founder of The Shelter Companies which focuses on providing attainable market driven housing. He has provided strategic, structural, management, product and financial direction for a wide variety of real estate firms over the past 30 years. He has held key positions in master planned community development, land investment, residential home building and multifamily. He is a full member of ULI and served as Chairman of the CDC - Silver product council, North Texas CDC Council and the North Texas Advisory Board. He is currently a member of the Redevelopment & Reuse Product Council.

    Vince Tam

    Vince Tam, AIA, AICP is a multi-disciplinary designer with the HKS Inc Sports and Entertainment Studio based in Dallas,TX. As a trained architect, her professional experience has centered on complex mixed-use and urban infill projects. A few of her notable projects include the Northside Choice Neighborhood Transformation in Spartanburg, SC and Pro Football Hall of Fame Mixed-use Village in Canton,OH. She has also worked on a number of mid-rise high density multi-family projects in Texas. Her works appears in Ken Roberts Memorial Delineation travel exhibition, Architectural Education Awards ACSA and AIA. She served as co-chair on the AIA Dallas Women in Architecture.

    Tim Glass

    Director of Strategic Planning, Las Colinas Association

    Tim Glass, AICP is the Director of Planning for the Las Colinas Association (LCA), the property management and business marketing association for one of the world's premier master-planned communities located in Irving, Texas. Tim has been involved in the full range of economic development planning activities in the Dallas-Fort Worth region since 2007. Prior to joining LCA, as manager of the Research and Information Division for the City of Dallas Office of Economic Development, where he led the research, technology, and planning efforts required to successfully conduct economic development policy and practice in a large, maturing urban center. Current areas of focus include transit-oriented development policy, Salesforce integration, digital marketing strategy, and redevelopment strategy in low-income Dallas neighborhoods. Tim was instrumental in the creation of the City of Dallas EB-5 Regional Center through his work in economic modeling. During Tim’s tenure, the City of Dallas has created innovative public-private partnerships through national leadership in EB-5, New Markets Tax Credits, tax-increment financing, and other programs designed to catalyze development in underserved markets. Prior to joining Dallas, Tim worked in East St. Louis, IL and New Orleans, LA on urban revitalization projects. Tim has been a member of the ULI North Texas District Council’s Advisory Board since 2010, was chair of the 2016 ULI Fall Meeting Local Marketing & Messaging Committee, previously serving as chair of the local Membership & Communications committee. He is a member of the national Public-Private Partnership Product Council (Blue Flight). A Detroit-area native, Tim holds a Masters in Urban Planning from the University of Illinois at Urbana-Champaign and a Bachelor of Arts in Urban Planning and Public Administration from Miami (OH) University.

    Penny Diaz is the founding Principal of DOMUS Studio Group Inc. and directs the firm's design, operations, and client relations. She is responsible for translating the client's vision into a responsive solution while staying within budget. Penny Diaz is committed to the architecture profession and its ability to provide sustainable built solutions. Her dedication to “exceptional service by design” has earned her loyal clients in multifamily and mixed-use. She delivers design solutions for a wide scope of projects creating built environments for single lots, urban centers, and suburban rejuvenation. She is constantly pushing forward to utilize new technologies to benefit her client, the end user, and the surrounding environment. She translates a client's program into a responsive design solution - all while staying within budget and on schedule. Through this experience Penny has gained extensive experience working with governmental entities at the federal, state, county and city levels. She provides a voice of reason even in the most chaotic of meetings. Penny approaches projects with excellent insight and clear direction. She has the unique ability to manage the project on a macro scale and foresee future complications on all areas of design. She is licensed in six states and holds a certificate from the National Council of Architectural Registration Boards. Through her designs, she endeavors to elevate the dwelling from refuge, shelter or commodity architecture to a source of vitality. Penny believes that affordability should be the cornerstone to a sustainable and socially responsible multifamily project.
