    This will be a live broadcast of our keynote speaker from the in-person What's New, What's NEXT Event

    Infrastructure investment has been a hot topic from Capitol Hill to local communities throughout the country.  Our keynote speaker, renowned Policy Expert Beth Osborne, will discuss the recent infrastructure bill and other legislation to inform audience members as to its implications for cities throughout DFW and across the nation. 


    The keynote will be followed by a response panel with Lindsey Teel from the U.S. Department of Transportation who will talk about federal financing available for transit oriented development projects as part of the TIFIA and RRIF programs along with Dan Lamers of the North Central Texas Council of Governments to provide a local perspective. This response panel will be moderated by ULIDFW Transit Oriented Development Chair Brandon Palanker.

    Speakers

    Lindsey Teel

    U.S. Department of Transportation

    Lindsey Teel became a Project Development Lead at the U.S. Department of Transportation’s Build America Bureau in February 2022. In addition to engaging the Bureau’s stakeholders through targeted outreach, Lindsey is helping implement two new grant programs authorized by the Bipartisan Infrastructure Law to provide technical assistance to rural and tribal communities and organizations considering public-private partnerships. As a “big picture thinker,” Lindsey loves how the work of the Bureau will result in greater transportation options across the country, better enabling Americans to get to school and work, access food and health care, and connect with their family, friends, and community. Before joining the Bureau, Lindsey served as a policy advisor for the U.S. Department of Labor’s Office of Disability Employment Policy, where she examined the critical role transportation plays in employment access. During her almost seven years at DOL, Lindsey served on detail to the U.S. Department of Transportation, in both the National Highway Traffic Safety Administration (NHTSA) and the Office of the Secretary of Transportation for Policy (OST-P). During this year-long assignment, she advised department leaders on issues related to accessible transportation technologies, including the development of the Inclusive Design Challenge for Automated Vehicles. Prior to working in the Executive Branch, Lindsey worked for two members of the U.S. House of Representatives from her home state of Texas. She earned a Master of Arts degree in sociology from the University of Texas at Arlington, and a Bachelor of Arts in sociology from the University of North Texas.

    Dan Lamers

    Senior Program Manager, North Central Texas Council of Governments

    Dan Lamers is a Senior Program Manager for Transportation Planning with the North Central Texas Council of Governments (NCTCOG), the Metropolitan Planning Organization for the Dallas-Fort Worth area. Dan has been with NCTCOG since 1985 after he received his Bachelors Degree Virginia Tech, majoring in Civil Engineering with emphasis in transportation. He subsequently received his Masters Degree in Civil Engineering from the University of Texas at Arlington. Dan is currently NCTCOG’s Senior Program Manager for transportation planning. His responsibilities include the development of the Metropolitan Transportation Plan, multimodal planning studies, and the incorporation of local government planning efforts into metropolitan transportation planning process. He is a registered engineer in the state of Texas and is the chairman of the Civil Engineering Advisory Council at the University of Texas at Arlington and co-chair of the Transportation Research Board Managed Lanes Committee.

    Beth Osborne

    Director, Transportation For America

    Beth Osborne is the Director of Transportation for America, a national nonprofit committed to a transportation system that connects people to jobs and essential services by all modes of travel no matter their financial means or physical ability. Beth served as Acting Assistant Secretary at the U.S. Department of Transportation, where she managed the TIGER Discretionary Grant program and the Secretary’s livability initiative as well as supporting stronger vehicle fuel economy standards, the national freight commission and several safety initiatives. She also worked for Sen. Tom Carper (DE) as an advisor for transportation, trade and labor policy, legislative director for environmental policy at the Southern Governors’ Association and legislative advisor to Reps. Ron Klink (PA-04) and Brian Baird (WA-03).
