Jennifer Sanders is Cofounder and Executive Director of the North Texas Innovation Alliance, a 501c3 public-private partnership which will be the largest such initiative in the U.S., with the mission of creating the most connected, smart and resilient region in the country. In 2015, she cofounded the Dallas Innovation Alliance (DIA) a 501c3 public-private partnership dedicated to supporting Dallas’ smart cities strategy and currently serves as its Executive Director. DIA’s Smart Cities Living Lab is the fastest-to-market smart cities initiative in the country.
She is community-driven, serving as Past-President of the Mayor’s Star Council, board member of the Suicide & Crisis Center, Vice Chairman of Better Block, among others. Shawn Barney is the managing director of CLB Porter, LLC, a real estate development and public finance advisory firm, which helps municipalities and public entities fund their capital improvement projects. He is also a Partner with Faubourg Properties, a real estate partnership focused on opportunities in Northwest Arkansas. He has structured or developed over $1billion in projects. Shawn co-founded the Campaign for Equity New Orleans, conversations for systems leaders and influencers about racial equity. The effort is ongoing with over 1,000 leaders having participated to date and has led similar initiatives in other communities including Kansas City, Cleveland, and Northwest Arkansas as well as corporations such as Walmart Corporation hosting their own internal dialogues about race. Shawn serves on various civic boards including New Orleans Startup Fund and Prospect New Orleans, U.S. Triennial. Byron Carlock leads PwC’s U.S. Real Estate Practice. With 35 years of experience serving the industry, he brings extensive knowledge of the full real estate life cycle including matters ranging from strategic planning and property transaction advisory to capital formation, and business plan execution. In addition, he has expertise in governance, board matters, mergers and acquisitions and corporate conflict matters. Byron has experience advising major clients including corporate owners and users, developers, hospitality organizations, investors and REITs.
Prior to assuming his current role, Byron served as the CEO and President of CNL Lifestyle Properties, Inc for seven years and served CNL as President of two other REITs over his 11-year tenure there. His resume also includes three years as Executive Vice President and Chief Investment Officer of Post Properties and nine years as Managing Director for Trammell Crow and Crow Holdings related entities.
Byron is a CPA, currently a governor of the Urban Land Institute (ULI), a member of Real Estate Roundtable, and NAREIT. He is also a board member of AFIRE, Harding University College of Business Administration, Harvard Club of Dallas and a board member emeritus of Harvard Business School.
Byron earned his BBA at Harding University and also participated in the International Asian Studies Program at The Chinese University of Hong Kong, where he was a Rotary Scholar. Byron also earned his MBA at Harvard Business School.
Byron has been extensively featured in media such as Fox Business News, and The New York Times, and writes a regular monthly column for National Real Estate Investor. Byron was also named by D Magazine as one of the D500 most influential businessmen in Dallas.

Ambassador Kirk has had an extensive career in Public Service. Prior to joining Gibson Dunn in April 2013, Ambassador Kirk served as United States Trade Representative (USTR) and was a member of President Obama’s Cabinet, serving as the President’s principal trade advisor, negotiator and spokesperson on trade issues. He also served as Mayor of Dallas from 1995 – 2001, and as Texas Secretary of State in 1994 appointed by Gov. Ann W. Richards.
Prior to joining USTR, Ambassador Kirk was a partner at Vinson & Elkins LLP, where his principal area of practice was public finance and public policy.
Ambassador Kirk serves as a Corporate Director for Texas Instruments, and Macquarie Infrastructure Corp, and previously as a Director for Brinker International, Dean Foods, and PetSmart. He serves as a Trustee for Austin College, the LBJ Presidential Library Foundation, and on the Board of the Dallas Citizens Council. Ron also is a Board Member of the NAACP Legal Defense and Education Fund.
Ambassador Kirk was born and raised in Austin, Texas, and received his Bachelor of Arts degree in political science and sociology from Austin College in Sherman, Texas. He received his law degree from the University of Texas School of Law in 1979. He is married to Matrice Ellis-Kirk, and they have two adult daughters. Ambassador Kirk is admitted to practice in Texas and the District of Columbia.

In 2008, Marilyn Taylor was recruited to become the Dean of the University of Pennsylvania’s School of Design, after more than thirty years as architect, urban designer, and partner of Skidmore, Owings & Merrill. Noted for her ability to define and implement strategic initiatives, she also served for many years as a member of SOM’s Executive Committee and was elected the first woman Chairman of the firm.
Taylor’s designs span across nearly four decades of large-scale, mixed-use urban projects and civic initiatives, including work for public entities and community groups, transportation authorities, educational and health care institutions, civic and governmental organizations, and private-sector clients, in cities and regions around the world. Her projects have won numerous design awards and broad recognition for her leadership of multi-disciplinary teams. Her transportation, urban design, and complex urban projects link mobility and community building; the Denver Union Station Neighborhood and Transportation Hub was named a 2015 winner of the highly prestigious ULI Global Award for Excellence in Design and Development.
As Dean and professor at UPenn, she has continued studio teaching and research addressing the critical issues facing cities and regions; infrastructure; and resilience-building. She also provides design consulting services to advance the vitality, identity, and resilience in cities and communities around the world. She served as team leader and advisor for HUD’s precedent-setting Rebuild by Design Competition and as the principal investigator for a Rockefeller Foundation Grant to create a model curriculum for teaching how to build resilience in communities of all sizes.
Professor Taylor is internationally known for her civic and professional leadership. In 2005, she was elected Global Chairman of the Urban Land Institute, the first woman and the first architect to serve in this position. She continues to serve as a ULI Global Governing Trustee, Chair of the Management of the ULI Prize for Urban Visionaries, founding Chair of the Placemaking Product Council, and active team leader for numerous Advisory Services Panels across the US, China, and East Africa.

A Certified Administrator of Public Parking (CAPP) and a LEED AP, Rachel spearheaded the sustainability movement in parking and mobility, integrating this expertise together for maximum on-the-ground impact in operations and mobility, including comprehensive programs leading to standards and specifications to advance the industry, These efforts culminated in the launch of Parksmart, acquired by the USGBC/GBCI alongside the suite of LEED products, for sustainable and high-performing parking structures. As Editor and contributing author for major publications, she has elevated the “study” of parking and mobility to college-level curricula. IPMI’s Sustainable Parking Design and Management: A Practitioner’s Handbook; and A Guide to Parking are now ‘required’ reading for industry professionals.
Rachel shared her expertise through leadership positions in international consulting, engineering, architecture, and construction firms. As Vice President of Strategic Business Planning and Sustainability for a leading planning, architecture, and engineering firm, she managed complex international projects, including participation for the United Nations Economic and Social Commission for Asia and the Pacific.

Ian Bremmer is a political scientist who helps business leaders, policy makers, and the general public make sense of the world around them. He is president and founder of Eurasia Group, the world’s leading political risk research and consulting firm, and GZERO Media, a company dedicated to providing intelligent and engaging coverage of international affairs. Ian is an independent voice on critical issues around the globe, offering clearheaded insights through speeches, written commentary, and even satirical puppets (really!).
He is the host of GZERO World with Ian Bremmer, which airs weekly on US national public television. Ian is also a frequent guest on CNN, Fox News, MSNBC, the BBC, Bloomberg, and many other television stations around the world. Ian is credited with bringing the craft of political risk to financial markets, creating Wall Street’s first global political risk index (GPRI), and for establishing political risk as an academic discipline. His definition of emerging markets—”those countries where politics matters at least as much as economics for market outcomes”—has become an industry standard. “G-Zero,” his term for a global power vacuum in which no country is willing and able to set the international agenda, is widely accepted by policymakers and thought leaders.
A prolific writer, Ian is the author of eleven books, including the New York Times bestseller Us vs Them: The Failure of Globalism which examines the rise of populism across the world. His latest book The Power of Crisis: How Three Threats—and Our Response—Will Change the World was released on May 17, 2022. He also serves as the foreign affairs columnist and editor at large for Time magazine. He currently teaches at Columbia University’s School of International and Public Affairs and previously was a professor at New York University.
Ian earned a master’s degree and a doctorate in political science from Stanford University, where he went on to become the youngest-ever national fellow at the Hoover Institution. He received his bachelor’s degree in international relations from Tulane University.

Charlene Heydinger is president of the Texas PACE Authority, the nonprofit administrator of 82 Texas PACE programs reaching more than 73% of the Texas population. These programs have enabled $250 million in new energy and water saving property investment in Texas. Ms. Heydinger also led the legislative effort in support of the Texas PACE Act and the collaboration to create and manage PACE in a Box, the Texas model program of TX-PACE best practices. PACENation recognized Charlene as one of three national 2020 PACE Champions.
On Capitol Hill Charlene served as general counsel to House Republican Leader Bob Michel, minority general counsel to the Senate Judiciary Committee, and minority counsel to the House Judiciary and Energy and Commerce Committees. Geeti Silwal is the Urban Design Principal at Perkins&Will. As the Head of the West Coast Urban Design practice, Geeti brings vision and design leadership that establishes the foundation of transformative changes for livable and sustainable environments in cities. She strongly believes that urban designers hold the responsibility to inspire integrated, multi-purpose design solutions of innovation and beauty that create healthy and inclusive cities. Designing cities around the fundamental organizing principle of 'people first' delivers a more humane, inclusive, socially connected and a healthy city. Everyday city spaces that have the power to instill dignity and build memorable experiences for the common man are of primary interest to Geeti. Building and revitalizing communities, she lays deep emphasis on placemaking, connectivity, accessibility, and social justice. Her experience covers a vast breadth of scales, including regional transit-focused planning, downtown revitalization, waterfront redevelopments, urban mixed-use infill projects, research/innovation district planning, and public realm enhancement along heavily challenged infrastructure corridors. Working with cities, institutions, and private developers her work includes visioning and planning successful innovation ecosystems. The primary focus being the interrelatedness of economic, cultural and physical dimensions that combine to deliver a complete community and instills an authentic and lasting sense of place. She has led planning efforts for life sciences communities of innovation, including the University of Utah Research Park Strategic Vision Plan, San Carlos East Innovation District, Los Angeles Biomed/Tech Focus Area Study, and San Diego State University Innovation District visioning session. Geeti is currently leading multiple projects in the cities of San Jose, Santa Clara, Portland, Austin, and Salt Lake City, that leverage transportation investment to deliver high-density, mixed-use, vibrant, equitable communities around transit stations. Prioritizing low-carbon modes of travel in these transportation projects, to connect people and communities seamlessly is important to deliver on the aspiration of an equitable city. Geeti is also deliberate in her design approach to reveal the unrealized potential of Nature and natural processes. This lies at the core of her push to deliver regenerative solutions that address climate change issues of water scarcity, food security and social equity. Her research on the Resource Infinity Loop discusses a solution for a closed-loop water and nutrient infrastructure within our cities. She believes that the pursuit of carbon neutrality is, at its heart, a clarion call for a culture change—one that heeds our delicate relationship with nature and gives back to the environment more than it takes. Geeti holds a Master of Urban Design degree from University of California, Berkeley. She is a Board member of AREA Research, member of ULI San Francisco's Diversity Equity and Inclusion Committee, member of ULI Public Development and Infrastructure Product Council, and is a jury member of ULI Hines International Design Competition 2022 (including jury member in 2021).

Prior to joining Greystar in 2021, Mary was the Co-CEO and co-founder of Thackeray Partners, a diversified private real estate company based in Dallas. Since its inception in 2005, Thackeray sponsored five private equity funds where Mary was responsible for overall strategy, partner communications, deal sourcing, asset management, and fund administration. Onay Payne is Managing Director of Real Estate at Lafayette Square, a commercially scaled investment platform built for and enhanced by its commitment to impact. Lafayette Square deploys long-term capital alongside impactful services to local communities across the U.S. through its credit, real estate, and renewables divisions. Ms. Payne is leading the buildout of the firm’s real estate division, which will deploy long-term financial capital and targeted social capital to unlock the potential of previously overlooked and underserved places and people.
Prior to joining Lafayette, Ms. Payne was an equity owner and Managing Director of Clarion Partners. As a Portfolio Manager, she was responsible for close to ten billion dollars in assets under management over the course of her tenure, having overseen several separate account and co-mingled investment mandates covering all major property types and markets throughout the United States. She also oversaw Clarion’s Mexico platform, and served on the firm’s Investment and Career Management Committees. Ms. Payne began working in the real estate and finance industries in 1997.
Ms. Payne is a magna cum laude graduate of Harvard College, from which she received an A.B. in 1997. She received an M.B.A. from the Harvard Business School in 2003, where she was a Robert Toigo Foundation (“Toigo”) Fellow. Ms. Payne is fluent in Spanish.

Born in Hong Kong and raised in Nairobi, Nasra Nimaga is a New York City-based architect and photographer. As an architect, Nasra is a Senior Associate at Perkins Eastman and has experience working on primary and secondary education projects and civic work. Nasra is interested in the intersections of architecture and policy and believes that architecture can be a catalyst for positive change and all work should be approached with an openness to being self-critical and an awareness of the potential impacts—social, economic, and environmental.
Nasra is committed to advocating for equity in the workplace and the AEC industry. Within Perkins Eastman, Nasra worked alongside others to establish the Perkins Eastman Diversity, Equity & Inclusion Committee. She is also the New York Champion of the Justice Equity, Diversity and Inclusion Committee for Association for Learning Environments (A4LE), has participated in the AIANY Civic Leadership Program, and is currently a participant in the AIA Next to Lead Program.
